Dexis is seeking a Finance and Operations Consultant for a five-month assignment with possible extension to support the United States Agency for International Development (USAID)/Kenya and East Africa (KEA) Mission Organizational Development Support (MODS) project team.
USAID MODS provides organizational development and capacity building technical assistance to strengthen the role and capacity of local development organizations, existing local Kenyan entities, and local governments to foster locally led development and implementation of sustainable development programs. Reporting to the project’s Chief of Party (COP), the Finance and Operations Consultant will be responsible for advising on the budgeting, financial, and administrative management aspects of the activity. This position has an immediate start date, and will be based in Nairobi, Kenya.
Position Duties and Responsibilities:
- Provides overall management of administrative and financial operations, including project operations, logistics, procurement, subcontracts, budgeting, project finances, expenditures, and human resources.
- Oversees the procurement process, including negotiating competitive prices and documenting decision-making processes in accordance with USAID and Dexis’ regulations and ensuring that procurements/purchases are within budget.
- Monitors compliance with approved budgets and drafts financial analyses for review and use by the COP and Dexis’ headquarters (HQ) team to effectively manage operating and project funds.
- Prepares/reviews work order budgets and financial reports as
required or requested by project Chief of Party and USAID; Works closely
with Project Manager and coordinates budgeting processes for program
activities; Tracks expenditures against budgetary line items.
Provides expert financial and budgeting analysis (e.g., pipeline analysis, actual and projected expenditures per work order budget) to the COP, as requested. - Develops internal control measures to ensure accurate and timely financial reporting at the HQ and field levels; Conducts internal and coordinates external financial audits.
- Liaises with technical team to monitor level of effort issued to consultants and track consultants’ invoiced amounts against their contracts and the work order budget.
- Manages financial systems for field office and project accounting and finance management, including payroll, transfers, reporting to local authorities, and USAID.
- Ensures that regular budget reconciliations and tracking are maintained in the field for all program funding sources.
- Liaises with HQ Project Management Unit and Finance team regarding budget realignments and specific budget issues.
- Maintains all project financial records in compliance with Kenyan law and Dexis/USAID rules and regulations.
- Performs other duties as assigned.
Qualifications:
Minimum Requirements:
- Master’s degree or higher in accounting, finance, business management or a related field is required
- Professional qualifications in accounting (CPA or ACCA)
- At least 10 years’ experience in financial and sub-contract management with development agencies or their funded programs, including a track record in effective financial, grants and sub-contract management to achieve project objectives
- Experience managing finance, administration, and operations activities for complex and large-scale U.S. government-funded projects;
- Demonstrated experience with supervision and oversight of subcontracts
- Demonstrated experience in management, supervision, and coordination of a finance and operations team; Knowledge of basic accounting software packages, and advanced proficiency in Microsoft Word and Excel
- Knowledge of applicable Kenyan laws and policies on financial and procurement procedures
- Excellent communication and interpersonal skills
- Experience living and working in Kenya
- Fluency in spoken and written English
Preferred Requirements:
- Advanced skills in budgeting and financial reporting with previous experience working on USAID-funded programs and projects; In-depth knowledge of USAID financial management rules and regulations, and reporting requirements
- Excellent knowledge of local labor laws and policy interpretation
- Fluency in spoken and written Kiswahili
- Kenyan nationals strongly preferred
