Starting Salary: The annual starting salary for this position will be $91,000 USD for US-Based staff. To be benchmarked locally if the position will be based in another location.

Position Summary

Develop and oversee the strategy for people systems deployment, operations, and utilization: This position provides strategic leadership, planning, management, and oversight of all People Team related systems including the Human Capital Management System, Talent Acquisition System, Talent Development (eLearning), Performance Management and other supporting systems and applications. This closely partners with People Team leaders and is accountable for ensuring the assessment of strategic agency needs, deployment of specialized system improvements, and management of related vendors. They must be capable of making informed recommendations regarding complex systems, programs, and processes at Mercy Corps and be able to effectively partner with key stakeholder to uphold data governance, system releases, and process improvement.

Develop and oversee the strategy for appropriate and effective use of people data and analytics: This role oversees Mercy Corps’ consistent and appropriate use of people data by developing tools, supporting data literacy, and ensuring data quality. As Mercy Corps rolls out its 2030 Vision and Strategy, this role will closely partner with global leadership and HR counterparts to ensure produce effective and informative people data and analytics to inform effective people strategies.

Essential Responsibilities

PEOPLE SYSTEMS

  • Oversee People Team-related system implementations in partnership with vendors, system admins, internal partners, and functional owners
  • Oversee and manage transitions experienced by agency stakeholders during system deployments and process changes through focused communications, creative interactions, and consistent storytelling.
  • Oversee the maintenance, configurations, customizations, and upgrades of all supported people systems with the aim of maximizing value and reducing risk to downstream customers and systems.
  • Ensure documentation of scope, expected outcomes, timelines, resource allocation and plans for new projects and bodies of work
  • Plan, budget, and forecast People system’s needs, in partnership with all People Team Functional Areas.
  • Maintain vendor relationships, manage contracts, and understand product roadmaps of critical People systems.
  • Ensure the creation of documents, process maps or other materials to support the design, build, and deployment of People systems.
  • Direct and oversee the development and publication of system user training, guides, and resources to increase the efficacy and value of all managed systems
  • Direct and oversee the development of process, procedure, and policy documents of impacted People functions and internal partners.
  • Oversee and continually elevate the process of continuous system/operational improvement and support management after initial system implementations.
  • Oversee and continually improve release management processes to reduce risk to People systems, functional owners, and downstream users.

PEOPLE DATA AND REPORTING

  • Ensure high data quality through monitoring procedures and targeted process improvement, so they are viable and useful for agency consumers.
  • Support the improvement of data literacy and acumen within the People Team and the agency.
  • Oversee the development of integrations, reports, dashboards, and other analytic tools to support ongoing needs of the agency and various departmental leadership.
  • Oversee and contribute to the improvement of data governance on behalf of the People Team
  • Oversee development and maintenance of agency metrics based on People-related data to analyze opportunities such as, pay/compensation equity, hiring, promotions, voluntary and involuntary turnover, performance, and the health of all office locations.
  • Be a strategic partner within the People Team and agency to promote the use of People Data to solve strategic business needs

STRATEGIC LEADERSHIP

  • Serve as a key member of the People Team Leadership and strategic partner within the broader global People Team.
  • Represent the People Team and be a credible voice on behalf of the People Team in IT, systems, and data related forums and efforts.
  • Supervise team members, consultants, interns, and volunteers under the people systems, eLearning, and analytics
  • Build succession, redundancy, and coverage plans for all functional responsibilities in the team
    and create associated development
  • Manage, project, and propose budgets that are aligned with the strategic objectives of the People team and the
  • Responsible for keeping abreast of emerging industry trends and industry good practice in the following areas: Emerging HR Solutions, Data and Analytics, Learning Technology, Project/Change
  • Promote the enabling and multiplying characteristics and benefits of systems, automation,
    eLearning, and data/analytic insight to the People Team and agency.
  • Provide project and change management support to large, high priority initiatives in the People
    Systems and Analytics Team and the broader People

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work.

Minimum Qualification & Transferable Skills

  • BA/BS in Information Systems, Computer Science or other technical/analytical field, or 7+ years of equivalent work experience required.
  • 5+ years’ experience in managing operations or implementation of global, enterprise level applications.
  • 3+ years of experience in business intelligence with a high level of data and analytical acumen.
  • Working knowledge and experience with Ultipro HRIS, Cognos, Power BI, is preferred.
  • Exceptional communication skills, including the ability to actively listen, gather relevant valuable information, articulate ideas effectively to diverse audiences & senior leadership, negotiate successfully, and manage conflict.
  • Demonstrated expertise of building consensus across global business partners and technology leaders to drive projects to successful outcomes.
  • Proven ability to lead cross-functional, multi-cultural teams and provide exceptional project and change management expertise. Project and Change/Transition Management proficiency required; certification preferred
  • Proven ability to oversee multiple enterprise level initiatives simultaneously and manage multiple senior level stakeholders globally
  • Proven ability to identify and act on existing and emerging areas of opportunity.
  • Competency in the areas of HR, Recruitment, Talent Management, Workforce Planning, L&D, or
  • Benefits & Compensation required. SHRM, HRCI or equivalent certification will be an added advantage.

Experience in remotely supervising, developing, and coaching managers and sr. level team members required.

Living Conditions / Environmental Conditions

This position is remote and may require up to 30% domestic and international travel. The position will be supporting global stakeholders and will require work outside of a traditional schedule to accommodate time zone differences.

Project and operational workloads may also vary and require increased hours during critical work activities.
