JOB TITLE: DIRECTOR, PARLIAMENTARY RESEARCH SERVICES, PSC SCALE 15 (1 VACANCY)

Duties and Responsibilities

The duties and responsibilities are-

 

 I. Managerial Roles and Responsibilities

a)      Provide leadership in the development of performance targets, administrative, training and financial work plans for the Directorate and formulate plans of action for their implementation so as to ensure that the Directorate operates efficiently and meets its targets;

b)     Oversee the process of generating and disseminating research information to enhance Parliament’s constitutional mandate;

c)      Oversee the provision of researched analytical information and facts to the Legislature that contribute to enhancement of the principle of separation of power;

d)     Oversee the strategic direction of the Directorate by promoting a timely response platform;

e)      Provide research services and support to Parliamentarians, House Committees, Parliamentary Leadership Office holders and staff of Parliament that facilitate effective performance of their constitutional responsibilities;

f)      Head of Parliamentary Research Services Directorate, providing direction and general administration;

g)     Oversee and advise on formulation, interpretation and application of research policies, procedures, rules and regulations;

h)     Oversee the participation in senior management and policy formulation forums representing the Directorate;

i)       Enhance team work in the use of professional skills and expertise among staff, to ensure provision of professional, timely and objective information to research requests; and

j)       Liaise with other Departments/ Directorates in building and provision of borderless analytical research services to Members and Committees.

 

II. Operational Roles and Responsibilities

a)      Spearheading the development of Directorate’s work plans and their effective implementation;

b)     Coordinate the entire Directorate by ensuring that Members of Parliament have at their disposal timely and objectively synthesized research information;

c)      Review the analysis of policy recommendations from parliamentary committees and annual management reports from government Ministries / Departments;

d)     Facilitating technical support to Committees to enable them to pursue and accomplish their respective mandates;

e)      Oversee the supervision of the processes and ensuring quality control in the preparation of research papers, briefing notes and particular points of view;

f)      Monitor the implementation of processes in the Directorate to ensure full compliance and maintenance of high quality standards in the delivery of service;

g)     Ensure the performance appraisals for the Directorate are conducted in a timely manner, comply with policies and procedures and that high quality standards are achieved;

h)     Allocate resources effectively, including personnel and materials required by all departments;

i)       Prepare performance measures for the Directorate in order to ensure adequate staff development and increased productivity;

j)       Facilitate management of the Directorates’ various functions for the smooth running of the Directorate; and

k)     Monitor operations within the Parliamentary Research Services Directorate to ensure efficiency and effective service delivery.

III. Perform any other relevant duties that may be assigned.

 

 Requirements for Appointment-

For appointment to this position, a candidate must-

a)      Possess a Masters Degree in Social Sciences or its equivalent from a recognized University

b)     Must have a minimum of twenty years (20) work experience in a relevant field, five (5) of which must have been served in a senior position

c)      Must demonstrate high management capability and understand Parliamentary processes and procedures

d)     Must have sound knowledge and understanding of policy research and analysis, with evidence of published papers on topical issues

e)      Must have attended senior management/ leadership courses offered at recognized institutions

f)      Must demonstrate a high degree of administrative skills and managerial competence as reflected in work performance

g)     Must be computer literate

h)     Must have leadership and supervisory skills

i)       Must have good communication skills

j)       Must have knowledge in conflict management and problem-solving skills

k)     Must have team building, negotiation, organizational and sound interpersonal skills

l)       Must be able to work under pressure
