SOLUTIONS FOR SUPPORTING HEALTHY ADOLESCENTS AND RIGHTS PROTECTION (SHARP)

Solutions for Supporting Healthy Adolescents and Rights Protection (SHARP) is a four year, European Union funded programme implemented in Burundi, DRC, Kenya, Rwanda, Tanzania and Zambia, and at regional level (East African Community, International Conference on the Great Lakes Region).

The programme aims to contribute to improved adolescents’ sexual and reproductive health and rights (ASRHR) in the Great Lakes region.

One of SHARP’s objectives is that health service providers in the public, private and faith sectors have quality assured SRH services and commodities (SRHC), including for family planning available.

To provide an evidence base for intervention, Health Action International (HAI) and Faith to Action Network will conduct health facility research measuring the price, availability, affordability and stock-outs of SRH commodities.

A modified version of the HAI/World Health Organization (WHO) methodology to measure price, availability and affordability of more than 50 WHO recommended SRHC has been developed, as well as methods to assess perceived supply-chain and demand-side barriers to access by adolescents.

Following structured training sessions, in-country data collectors will visit private, public, faith/not-for-profit healthcare facilities.

The data collectors will also interview healthcare workers providing SRH services at the respective facilities
to determine existing challenges to providing SRH services and commodities to adolescents according to
different vulnerabilities.

For example, if they ever have to say ‘no’ to adolescents, if reluctance exists to provide certain client groups with commodities, and whether they believe they are properly equipped (materials, knowledge, skills) to provide adequate SRH services.

ROLES AND RESPONSIBILITIES

HAI and Faith to Action Network are seeking a consultant to undertake the data collection, entry and validation activities in Kenya.

Key tasks will include:

  • Recruit and contract data collectors for the study
  • Prepare logistics for the survey (medicine validation, outlet identification, renting tablets for data
    collection) in accordance with the manual and as summarised in Annex 2
  • Support HAI/Faith to Action Network in organising a data collection training workshop for data
    collectors, including the piloting of the data collection tool in a health facility
  • Engage and gain ownership and buy in from the County Health Management Teams for the execution of the research study.
  • Lead data collection activities in 126 facilities across Isiolo, Mandera and Marsabit counties, within the public, private and faith/NfP sectors, including the practical arrangements needed for data collection such as travel, stay and subsistence for data collectors.
  • Supervise data entry and validation of collected data

OUTPUT DELIVERABLES:

  • Validated survey tools
  • List of health facilities to be surveyed medicine outlets
  • Data collection training workshop including report
  • Approval letter from the Ministry of Health (national and county level)
  • 126 completed health facility surveys (commodities research and healthcare worker interview) that have been uploaded to a server and validated

ORGANISATIONAL POSITION

  • The Consultant will work in close collaboration with the SHARP Team
  • The Consultant will be line managed by Faith to Action Network, and HAI

QUALIFICATIONS

  • Over five years of experience with similar health sector research
  • Has a valid ethical clearance certificate from the Amref Ethics and Scientific Review Committee (ESRC).
  • Preferably, experience with using the HAI/WHO methodology on SRHC
  • Extensive experience with conducting quantitative and qualitative research
  • Experience working in the health sector, preferably on SRH
  • Familiar with existing policies and practices pertaining to the pharmaceutical sector in Kenya.
  • Knowledge and understanding of access to SRH issues and Kenya’s medicine supply chain
  • Well-versed on Kenya’s public, private and faith/NfP sectors

  • Fluent in English, Kiswahili (Somali would be an added advantage)
  • Ability to prioritise work tasks and work to short deadlines
  • Ability to operate within an administratively fast-moving environment
  • Flexible and able to juggle multiple tasks at once
  • Excellent interpersonal and team-working skills, strong sense of initiative, and reliability
  • Demonstrable ability to work independently

Technical Proposal:

  • Motivation Letter to Faith to Action Network confirming interest and availability for the assignment, explaining why you are the most suitable for the work
  • At least three reference/recommendation letters from an organisation/company, mentioning the
    references’ e-mails addresses and direct phone numbers and willingness to be contacted.
  • A list of staff or consultant[s] to be involved in the assignment and their CVs
  • A financial proposal presented using the format of Annex 1.
