About Heifer Project International Kenya (HPIK)
HPIK opened its doors for operations in Kenya, in 1981. The
organization was founded on the simple belief that ending hunger begins
with giving people the means to feed themselves, generate income and
achieve sustainable livelihoods, with the main focus on empowering
families to turn hunger and poverty
into hope and prosperity.
Heifer links communities and helps bring sustainable agriculture and commerce to areas with a long history of poverty.
HPIK targets areas with large populations of small-scale farmers and herders in the Rift Valley, Eastern Kenya, Western, and Nyanza regions.
In the past 5 years, 2014-2020, HPIK has reached 174,250 Households, translating to 784,125 household members, distributed in 18 counties out of the 47 Counties.
HPI Kenya Goal is to accelerate 624,143 farmers and pastoralist households (2,434,158 individuals) producers towards achieving a living income of an annual USD 4,587 in Kenya through Dairy, Poultry, and Beef Value Chains by 2025.
This goal includes 210,000 poultry and 240,000 dairy-producing households.
HPI has promoted a farmer-owned agribusiness (FOAB) approach in Dairy and poultry development, with over 40 dairy and 25 poultry FOAB across the country being established.
Heifer has implemented its Value-Based Holistic Community Development (VBHCD) model to build strong social capital among the local communities, strengthen the organizational capacity of local organizations, and help adapt best business practices at the farmer, cooperative, and processor levels.
Heifer also ensures that empowerment and job creation for vulnerable and disadvantaged groups especially women and youth are at the forefront of all our objectives to ensure gender equity and equal opportunities for all members of the community.
Consultancy Background
HATCHING HOPE KENYA (HHK) is a partnership Project between Cargill and Heifer International, with the potential to reach 21 million people in 12-year as a contribution to 100 million people targeted globally during the same period.
In the initial three years, HHK will improve the livelihoods of 180,000 smallholder poultry farmers (40,000Households) through enhanced poultry production and create demand by increasing awareness and education of nearly 10 million people about the benefits of poultry production and consumption.
The HHK interventions are aimed at creating functional and profitable poultry businesses, closing the living income gap by 53 percent per family in the Western region (Kisumu, Siaya, Homabay & Migori Counties), Central and Northern Rift regions of Kenya through improved access to financial services, production skills, business knowledge, market linkages, group cohesion and functionality through the VBHCD approach.
Role in FOABS
HHK’S third Result area is Increased access to products, services, solutions, and markets that improve farmers’ productivity and net income to 207,000 people. To partly achieve this result, HHK is partnering with three FOABs to pilot prototypes in bulking, holding, and retailing of chicken, eggs, and feeds ventures.
The project is supporting the establishment of infrastructure, the acquisition of machinery/equipment (desktop computers and motorbikes), accounting software package, and the support for technical staff in management for an initial period before graduating the businesses as sustainable entities.
HHK is also partnering with 21 other FOABs of which 2 have so far become mature in organization capacity according to the last assessment done in August 2021.
The officials and staff of the 3 prototype FOABs and the other 2 mature FOABs, have so far been taken through training and coaching in business plan development, and have drawn their 3-year business plans (2021-2023).
There is a need for these 5 FOABs to develop strategic plans as a roadmap to strategic positioning, leading tosustainable enterprises.
Purpose and scope of the assignment
The assignment will primarily focus on drawing 5-year strategic plans for 10 Farmer Owned Agribusinesses (FOABs) spread in the Western Counties of Kenya.
The purpose of this assignment will be to
- To carry out background analysis of the 5-FOABs
- To conduct a 3-day workshop with FOAB officials and craft strategic objectives and other
contents of the strategic plan - To draw draft strategic plans and discuss them with the officials for each FOAB
- To compile a workable strategic plan document for each of the 5-FOABs
- To present both soft and hard copies of the final strategic plan document for each FOAB to the
Project Manager HHK and Chairpersons of each FOAB
Management and coordination
The key people that the consultant will be working closely with include
i. At Heifer Project International – Kenya, the Director of Programs, Project manager HHK and Business Development Officers HHK. The day-to-day management of the consultants is the responsibility of the Director of Programs.
Their roles will be to mobilize the officials of the FOABs for involvement in the strategic planning exercise, organize the workshop venue and logistics, provide any information that may be required by the consultants during the implementation of the task, and be available for consultation as needed.
ii. The chairpersons of each of the 5 FOABS whose role will be to organize the officials and staff to be available for the exercise
Work plan & Timelines
The assignment is expected to take place from August 6th, 2022, to September 9th, 2022.
The proposals should be submitted by 15th July 2022 and should include the below requirements.
Only legally registered entities are eligible to apply and should submit the following:
a) Letter of expression of interest and demonstration of capability.
b) Cover Page (Name of organization/company, contact details – the name of the contact person, physical address, phone number, and email address).
c) A technical proposal detailing your understanding and how you propose to undertake the assignment, and work plan. Include at least three referees and their contacts, and the CV(s) of the person(s) to be engaged in the assignment.
d) Financial proposal–Applicants should submit a detailed budget in excel and PDF format with budget notes that explain the basis of the estimate for each line item (in Kenyan Shillings)
e) The successful consulting firm will be required to produce the following documents before entering into Independent Contractor Agreement (ICA) with Heifer.
f) Certificate of Incorporation or Business Registration Certificate.
g) A Partnership Deed if you are running a partnership business.
h) Audited financial statements for the last three years.
i) Valid CR12 Certificate
j) KRA online PIN Certificate.
k) Valid Tax Compliance Certificate.
l) Physical location including town, building, room number, and postal address.
m) Directors’ / Partners’ guarantee.
n) Trade reference and clientele list including their respective contacts.

The closing date for applications is by July 15th, 2022.
Late Submissions and Modifications: Proposals received after the submission deadline will not be considered. Offerors are responsible to ensure their proposals are submitted according to the instructions stated herein. Heifer retains the right to terminate this RFP or modify the requirements upon notification to the Offerors.
