Terms of Reference for Counselling Services SOS Children’s Village Nairobi

Background and context

SOS Children’s Villages in Kenya is a locally rooted, independent non-governmental social development organization affiliated to SOS Children’s Villages International, working in the spirit of the United Nations Convention on the Rights of the Child.

SOS Children’s Villages is governed by an independent Board of Trustees, working closely with line Ministries in the Government of the Republic of Kenya and the SOS Children’s Villages International East Africa Regional Office.

SOS Children’s Villages in Kenya mission is to build families for children in need, help them shape their future and share in the development of their communities.

The Vision of the organization is that “every child belongs to a family and grows with love, respect and security”.

SOS Children villages in Kenya runs Alternative care programme that takes care of children who have lost parental care in a family like care model.

In the current care reforms SOS children’s villages Kenya is exploring other forms of care models i.e. foster care, Kafalah, community small group homes, integrating classical ‘SOS Children’s Village families’ into the community etc.

Objectives of the engagement

SOS Children’s Villages in Kenya is in the process of integrating two SOS classical families into the community focusing on the care reforms to reflect ‘SOS Children’s villages of tomorrow’.

SOS Children’s Villages Kenya wishes to engage individuals or organizations to give counselling services to children, youth and their cares givers to prepare them for the envisaged transition.

SOS Children’s Villages Kenya invites applications from registered individual/s or organization/s to offer counselling services for possible reintegration of the two families before end of December 2021.

Each of the families has approximated number of 6 children/youth with their care givers in this case one care giver per family.

Scope of services

The counsellor/s are expected to perform the tasks outlined below:

a) Counselling: The counsellor/s are expected to provide telephone and face to face counselling to the targeted children, youth and their care givers in either of the two languages i.e. English and Kiswahili. This is to prepare them in the process of integration into the community by walking with them and addressing their concerns for a smoothness transition.

b) Fully participate in the placement process of the two families into the community and follow up for two months after placement to ensure he/she addresses upcoming issues.

Overall Deliverables
The requested deliverables for the engagement are as follows:

a) Providing individual/group counselling services via face to face/or telephone to address fears for smooth transition into community.

b) Support in mobilization of stakeholders in the community by creating awareness on the process of SOS integration process for easy acceptance of the classical SOS children’s Villages families.

c) Participate in placement of families: To work closely with relevant stakeholders/other partners such as Sub County children’s office, local administration, and community leaders (Nyumba Kumi) etc.

d) Compilation of weekly and final reports to SOS children’s Villages Kenya on the process of integration from start to final placement.

Requirements of engagement

  • Able to fluently communicate in English and Kiswahili
  • Requisite qualifications and experience in counselling
  • Have interest in working with children.
  • Willingness to work with communities.
  • Basic understanding in working with populations (children, youth and families) needing psychosocial support such as Gender Based Violence (GBV) survivors, child abuse survivors, abandoned children, children on the move, war, health pandemics etc.
  • Report writing skills and willingness to learn more
  • Good interpersonal and written and oral communication.
  • English proficiency- good written and communication skills.
  • Ability to work in a team setup

Duration of Assignment and Reporting Procedures

The assignment will be executed in 4 months beginning 1st July, 2022 with an extension if need be up to October 2022.

Evaluation of Applications and Documents to submit.

A cover letter and CV will be submitted for the application.

The cover letter should clearly describe your proposed methodology to complete the assignment and your financial offer.

Your CV should indicate your experience in conducting similar assignment.

The evaluation of applications will be according to the consideration of the following factors:

  1. Potential vis-à-vis the execution of the tasks under the engagement applied for.
  2. Proficiency in speaking either of the two languages English and Kiswahili
  3. Qualifications and relevant experience in counselling and integration processes.
  4. Ability to work with children especially children from children’s charitable institution and diverse actors and stakeholders
  5. Proposed Financial Offer/quotation for services
