Information Management Specialist Job Vacancy in Kenya - Danish Refugee Council

Position Title: Information Management Specialist 

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC East Africa and Great Lakes (EAGL) operation focuses on people who are affected by displacement, including refugees, internally displaced, migrants, and host communities in Burundi, Ethiopia, Djibouti, Democratic Republic of Congo, Kenya, Somalia, South Sudan, Sudan, Tanzania and Uganda.

The Danish Refugee Council (DRC) is implementing a large scale-up project to respond to the drought in the Horn of Africa and contribute to famine prevention efforts. At the current time, the project will specifically be implemented in Kenya, Somalia and Ethiopia, with some displacement research extending into Djibouti. This multisectoral integrated emergency response will also have a specific focus on strengthening the protective environment in drought-affected areas of Somalia, Ethiopia and Kenya, and improving the delivery of life-saving services in areas affected by large-scale displacements.

Overall purpose of the role

We are looking for a highly qualified Information Management (IM) Specialist with strong experience of data and analysis relating to protection and/or human rights. S/he will be responsible for the management, analysis and sharing of data related to the above project activities as well as DRC’s population of concern, with the aim to provide reliable, quality and comprehensive information that supports the development of an evidence-based response. S/he contributes to the development of a regional strategy, which should be translated into action plans and day-to-day tasks. The IM Specialist will provide support and/or technical guidance while overseeing activities.

Key responsibilities

Information management strategy and standards

  • Contribute to the development of DRC’s project information management strategy by reviewing information needs and gaps, evaluating current information management processes and tools and drafting an information collection and management plan in support of project team.
  • Ensure the compliance of information systems and process with the applicable standards and guidelines related to information management and data protection, including the Protection Information Management (PIM) standards and principles and DRC’s internal guidelines.

Data management and analysis

  • Ensure effective data management by developing data collection tools and methodologies, designing and managing database systems for data management and analysis purposes.
  • Ensure availability of updated and quality information for informed decision-making by DRC’s project team by identifying pertinent variables, including analysing and interpreting multiples datasets, identifying trends and patterns in protection issues and humanitarian needs affecting DRC’s populations of concerns

Information dissemination

  • Draft information products such as reports, charts and infographics by turning data into graphic products to facilitate the dissemination of information to external stakeholders for the purpose of reporting, information sharing and advocacy.
  • Design the layouts of reporting and presentation templates using graphic design programs ensuring the attractiveness and clarity of the information products.
  • Contribute to the development and implementation of a dissemination plan for all information products, including the definition of standard operating procedures for clearing information products for release.

Experience and technical competencies:

  • University degree in social sciences, information technology, demography, statistics, or any related area.
  • Specialized training on information management systems
  • At least 3 years of relevant work experience of which at least 2 years combined field and/or headquarters experience in INGOs and/or UN agencies.
  • Demonstrated experience and skills in data analysis and visualization software such as PowerBI, GIS, Tableau.
  • Proven skills to analyze statistical information and ability to compile and holistically analyze diverse datasets.
  • Demonstrated information management skills and demonstrated understanding of different data collection methodologies, especially in relation to protection, human rights and humanitarian assessment and monitoring data.
  • Knowledge of protection-related guidelines, standards and indicators.
  • Knowledge of humanitarian system, Protection cluster approach and the UN system
  • Strong understanding and experience in implementing relational databases.
  • Experience with handling confidential data.
  • Ability to formulate IM-related technical requirements and Operating Procedures.
  • Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa.
  • Advanced Excel skills (e.g. pivot tables, functions, etc.).
  • Excellent written and oral presentation skills.
  • Ability to travel regularly within the region and beyond – including in conflict affected areas – potentially for up to 4 weeks at a short time notice.

Ideally, you will also have the below desirable qualifications:

  • Completion of Protection Information Management (PIM) training
  • Experience with HTML, PHP, ASP and/or Java is an asset.
  • Experience in web design and software development is an asset.
  • Previous experience of working in Somalia an added advantage

Conditions

Contract: One year contract with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for Kenyan Staff ; Employment band G-Non Management; Not accompanied.

Availability: Immediately

Duty station: To be determined (Nairobi/Kenya, Addis Ababa/Ethiopia or Mogadishu/ Somalia – with potentially more than 50% of travel to other two country and field offices)
