Position Title: Senior Program Officer
Position Description
The Senior Program Officer will serve as principal as the project’s principal contact point for USAID, Government and other stakeholders to ensure high levels of coordination while nurturing relationships with all key stakeholders on matters administration, financial and programs related to the project.
The incumbent will have responsibility in the areas of operations, administration, budgeting, and financial accounting.
Job Responsibilities:-
Project Management
- Oversee general management of entire Agreement with USAID
- Lead development of annual work plans and budgets in collaboration with the project team and relevant government counterparts to ensure accountability, accuracy and timely reporting of all project activities and financial deliverables.
- Oversee project deliverables, ensuring report preparation of high quality and timely submission.
- Oversee technical implementation and administration of the project
- Ensure compliance with USAID rules and regulations
- Serve as the primary contact for information on the progress and current status of all activities under the USAID project
- Manage preparation and presentation of work plans, M & E plans and all reports
- Ensure the activity is coordinated and implemented in an effective and cohesive manner.
- Create a collaborative, high participatory work environment that allows staff and activities to adhere to risk-management systems and adopt quick response to complex and high risk changing environments
Technical
- Responsible for the overall technical direction of the project ensuring compliance
- Liaise with other relevant stakeholders, government, local and international
- Ensure optimal use of all resources entrusted to you
- In consultation with the supervisor, you will serve as the primary interlocutor with USAID
- Design, manage and implement programs
- Develop and implement proposals and offer guidance in M & E reporting
Senior Coordination and Representation
- Manage teams across Kiambu, Meru and Kilifi counties and provide technical assistance and back stopping when required.
- Represent project in all technical, policy and programmatic fora.
- Ensure documentation and dissemination of findings, impact, innovations and lessons learnt
Consortium and sub awards management
- Oversee local sub-grants and short-term consultants to ensure monitoring and quality of deliverables
- Align with donor-specific needs, donor compliance and implementation plans
- Manage both internal and external relationships to support team work
Human Resource Management
- In liaison with COP, ensure that recruitment and on-boarding of project teams, roles and responsibilities are properly assigned to facilitate implementation of the project.
- Uphold credibility of the Organization through commitment to YWCA Mission and Vision as well as adherence to YWCA policy and procedures, code of conduct and compliance to anti-harassment, safeguarding, OSH, PSEA policies among others
- Perform other duties that may be assigned from time to time.
JOB SPECIFICATION AND OTHER INFORMATION RELATED TO THE JOB
Level of Education/Academic qualification
- Minimum Degree or higher in the field of Social science, Gender, international development or a related technical field from a reputable university.
- Experience in leadership positions involving direction over relevant gender, governance or SGBV programs.
Other Requirements
- At least 5 years of relevant professional and progressive experience in managing governance projects in Kenya, development assistance, including field experience in governance reforms, general advocacy, peace building/conflict, and civil society programs.
- Prior experience in supervising long-term field staff and short-term experts. Proven record of excellent management, leadership, and decision-making skills.
- Demonstrated ability to think strategically and navigate sensitive terrain.
- Familiarity with USAID programming, rules and regulations; experience in managing USAID funded programs in Kenya and/or Africa is desired.
- Extensive networks within Kenyan civic and political sectors. Experience working with youths-centered activities preferred.
- Demonstrated experience in new business development (scoping, consortium building, proposal writing, budgeting among others.
- Excellent oral and written communication skills in English.
