IsraAID is an Israel-based non-governmental organisation that was founded in 2001 and has since its inception worked in emergency and long-term development settings in over 55 countries. IsraAID’s mission is to support people affected by humanitarian crises by partnering with local communities around the world to provide urgent aid, assist recovery, and reduce the risk of future disasters.
We are therefore seeking an experienced, self-motivated, a highly competent individual with exemplary ethical conduct to join our Kenya Programme as our Programme Manager – Protection, to be based in Kakuma.
SUMMARY
The Programmes Manager- Protection (PMP) is to provide timely and quality implementation of programmes and provide technical oversight to all protection projects.
The PMP also plays an active role in planning, designing, implementation, development and administration of IsraAID Kenya strategy and programmes under the leadership of the Country Director.
The Programmes Manager - Protection will oversee the IsraAID protection programmes in Kenya combining management and oversight with department development. In line with IsraAID’s global strategy the PMP will guide the development and implementation of sectoral programs. In this capacity, they will lead the designing of concrete implementation plans for each project, provide budget oversight and ensure donor reports are of excellent quality and prepared in a timely manner. They will identify needs for specialised expertise and work under the supervision of the Technical Specialist - Protection and Country Director to fill those gaps. They will utilize and adapt existing programme management and MEAL tools under supervision of Field Coordinator or other empowered position as described by the Country Director.
RESPONSIBILITIES
1. Programme Management
- Reporting to the Field Coordinator or other person as empowered by the Country Director, proactively oversee all protection projects in country through all components of the project management cycle providing ongoing managerial support to coordinators.
- Ensure that all protection programmes, projects and activities have clear and realistic objectives, identifiable direct/indirect beneficiaries, have concrete, realistic and impact-oriented implementation plans.
- Ensure effective monitoring and evaluation processes and procedures are followed for each programme for the effective and ethical implementation of programmes including the development of strategies and the collection of data.
- Effectively monitor budget implementation against programmatic targets, with support from Field Coordinator (or other title as determined by the organisational structure), Technical Specialist – Protection and Country Director and/or relevant team members.
- In collaboration with all relevant staff, oversee timely reporting for all protection programmes according to internal IsraAID and donor requirements, ensure strict compliance with donor contract requirements and reporting deadlines, and that the verification of submission is shared with the Country Director.
- Lead in organising project meetings, covering all aspects of project planning and implementation.
- Ensure that all protection programmes, projects and activities are designed and implemented according to IsraAID’s and international programmatic protocols, guidelines and standards, and that programme planning and implementation are conducted in accordance with core ethics of intervention.
- Coordinate with the Technical Specialist – Protection on a regular basis for programme improvement and with the Field Coordinator/Country Director (or other person as empowered by the Country Director) on the programme’s staff development.
2. Staff management and Professional Technical Support to Staff
- Manage and support programmes team, directly supervise project officers and ensure reporting lines are observed.
- Provide ongoing technical accompaniment, supervision, and guidance to the project officers and all other protection-related staff members.
- Manage staffing for protection programmes: design staffing plans for each programme in coordination with Technical Specialist – Protection and the Country Director.
- In collaboration with HQ sector leads and specialised technical staff in Kenya.
- Determine training needs for programme staff and facilitate the participation of these staff in necessary training in order to build capacity.
3. Strategy and Planning
- Ensure effective implementation of the yearly strategic planning for all programmes (using existing protocols and guidelines, and updating them when necessary).
- Accompany IsraAID’s national partners in the design and implementation of quality realistic programmatic intervention, taking into account the needs on the ground, IsraAID’s mandate and capacity of the partner, as well as donors’ requirements.
- Identify and collect best practices to contribute to programme experience and design.
4. Administrative and financial management:
- In collaboration with the Finance Manager, manage programmatic budgets and to ensure programmatic activities are implemented efficiently and effectively.
- In collaboration with the Procurement Officer oversee and coordinate all procurement requirements related to the protection programmes to ensure the needs are met in a timely and effective manner.
- In collaboration with the Field Coordinator (or other person empowered by the Country Director) ensure all administrative, logistic and security requirements related to the protection programmes are met in a timely and effective fashion.
5. Coordination with external partners
- Ensure that all programme decisions are taken in coordination with partners, donors, relevant government structures and community.
- Ensure non-duplication of interventions with other partners operating in same locations and in similar sectors of activity.
- Attend coordination meetings, technical working groups, other relevant meetings with authorities, donors and other stakeholders as required.
- Support the Field Coordinator (or other staff as empowered by the Country Director) in strengthening relationships with relevant partners, including strengthening referral pathways and interagency SOP’s.
- Coordinate training for service providers.
6. Compliance & Ethics
- Promote and encourage a culture of compliance and ethics.
- As applicable to the position, maintains a clear understanding of donor compliance and ethics standards and adheres to those standards. Conduct work with the highest level of integrity. Communicate these values to staff and to partners and require them to adhere to these values.
- Understanding of and commitment to the principles of non-discrimination, local ownership, sustainability, inclusiveness, local partnership, do-no-harm, and apolitical approach; codes of conduct against sexual exploitation and abuse; and against child exploitation and modern slavery.

REQUIRED EXPERIENCE AND TECHNICAL COMPETENCIES
Essential
- 5 years of practical experience in the Protection field working in the Humanitarian Sector especially CP, Community-led approach and programming, GBV.
- University degree or Advanced University degree (Master’s degree) in relevant field is an added advantage
- Experience in Psychosocial Support (PSS) or formal Counselling qualifications.
- Experience with people and project management,
- Demonstrated knowledge in project budget management.
- Experience with protection programming.
- Experience in project development and donor reporting
- Excellent writing and editing skills for external audiences.
- Experience in producing high-quality technical material (training material, program tools, proposals, strategic documents etc.).
- Experience working with Monitoring and Evaluation tools
- Advance IT knowledge (MS Word, Excel, Power Point, remote management, and capacity building tools).
- Experience working with national partners, local/government authorities, and UN agencies.
- Full professional proficiency in English
Desired
- Previous working experience in a refugee setting is an asset
- Desire to empower and impact vulnerable communities
- Experience in hardship postings or complex emergencies with proven leadership experience.
