Position Title: Director General

The National Employment Authority (NEA) was established through the National Employment Act 2016.

The Act provides for a comprehensive institutional framework for employment management, enhance employment promotion intervention; and access to employment by the youth, minorities and marginalised groups for connected purposes.

In implementing the Government Bottom-Up Economic Transformational Agenda, the Authority wishes to recruit a dynamic, result-oriented, Knowledgeable, visionary and experienced person to fill the position of:

ONE (1) POSITION

a. Duties and Responsibilities.

Reporting to the Board, the Director General will be responsible for;

i. Responsible for the overall day to day management of the Authority.

ii. Advise the Board and government on all matters relating to the implementation of the National Employment Authority Act, No. 3 of 2016.

iii. Develop and recommend to the Board the long-term strategy, business plans and annual operating budgets and establish proper internal monitoring and control systems and procedures.

iv. Coordinate and prepare business related proposals, reports and other submissions for consideration by the Board.

v. Generates sufficient alternatives to inform Board decision making.

vi. Provide regular, thorough and prompt communication to the Board on key technical, financial and administrative matters.

vii. Be responsible for stakeholder management and enhancement of corporate image of the Board.

viii. Ensure continuous achievement of the Authority’s financial and operating goals and objectives.

ix. Ensure compliance with the laws of the Country.

x. Foster a corporate culture that promotes ethical practices and good corporate citizenship.

xi. Any other responsibilities as may be necessary to achieve the Authority’s objectives as set out in the National Employment Authority Act, 2016.

b. Requirements for Appointment

i. A Master’s Degree in Labour relations, industrial relations, Human Resource Management, Law, Business Administration, Economics, Sociology or equivalent qualification from a recognised institution.

ii. A Bachelor’s Degree in Social Sciences, Labour relations, industrial relations, Human Resource Management, Law, Business Administration, Economics, Sociology or equivalent qualification from a recognised institution.

iii. Diploma qualification in Labour relations, industrial relations, Human Resource Management, Law, Business Administration, Economics, Sociology or equivalent qualification from a recognised institution.

iv. Must have (5) years’ experience in Senior Management.

v. Professional qualification and valid Membership to relevant professional body.

vi. Leadership course lasting not less than four(4) weeks from a recognised institution.

vii. Have knowledge and a clear understanding of the labour and employment sector.

viii. Demonstrate a clear understanding of the local, national and international conventions and treaties governing labour and employment.

ix. Must have high degree of integrity and responsibility.

x. Must demonstrate good knowledge of public finance management and public procurement and asset disposal.

xi. Proficiency in Computer Applications

xii. Must meet the requirements of Chapter 6 of the Constitution of Kenya, 2010.

Terms of Service and Remuneration:

  • Basic Salary: As per SRC guidelines.
  • House Allowance: As per SRC guidelines.
  • Medical Cover and other allowances: As Provided for by the Authority.

Terms of Service: Three (3) years renewable Contract subject to performance.
