Sub County Monitoring, Evaluation and Learning (MEL) Assistants Job Vacancies in Kenya

Position Title: Sub County Monitoring, Evaluation and Learning (MEL) Assistants

In 2021, USAID Kenya awarded Abt Associates, the Kenya Vector Control Activity, now renamed PMI Kinga Malaria. It seeks to build on PMI investments under PMI AIRS and VectorLink. The purpose of the project is to plan, implement, provide technical assistance for, monitor, and evaluate critical malaria vector control activities.

This includes indoor residual spraying (IRS) and insecticide treated net (ITN) activities for prevention of malaria in Kenya.

The project has six objectives:

(1) indoor residual spraying and other proven vector control interventions,

(2) entomological monitoring and surveillance,

(3) ITN durability monitoring

(4) data driven decision making to inform strategic deployment of ITNs and IRS,

(5) capacity building of Kenya national malaria program and selected counties and

(6) continuous net distribution system in the community through multiple channels.

In 2024, Abt Associates shall implement IRS in Busia and Migori Counties and in other counties thereafter as determined by USAID Kenya.

In close collaboration with the Division of National Malaria Program (DNMP), Migori and Busia County governments, PMI Kinga Malaria seeks to recruit professionals in different fields to support in implementation of Indoor Residual Spraying (IRS) in all the seven sub-counties in Busia County namely, Bunyala, Butula, Matayos, Nambale, Samia, Teso North and Teso South; and Five sub-counties in Migori county namely; Awendo, Uriri, Suna East, Suna West and Nyatike.

The positions being sought are as follows:

Supervisor: Monitoring, Evaluation and Learning Advisor

Location: Migori and Busia County, Kenya

Number required: 18 (6 in Migori and 12 in Busia)

Overall, Purpose: To support data quality, mentorship, and mobile data reporting in the area of jurisdiction. He/she will work closely with the County based MEL team and County Coordinators to achieve the desired results.

Specific Responsibilities:

  • Support training of mobilizers, mobilizer team leaders, spray operators and spray operator team leaders.
  • Set up spray mobile data collection phones for assigned operations site.
  • Track the consumption of MEL tools including IRS stickers within the Sub County.
  • Work with the field teams to ensure data is verified at the data collection point.
  • Mentor field teams on project indicators to ensure defined variables are understood and captured correctly.
  • Provide feedback to the field teams on data quality and follow up to ensure action is taken.
  • Work with the field teams to ensure data errors are acted upon in a timely fashion.
  • Participate and summarize reports of the weekly Sub County meetings.
  • Support mHealth reporting as desired within the Sub County in collaboration with the IT assistant.
  • Support spray operator mobile data collection at the sites.
  • Enter mass mobilization data in the provided platform and spray data where applicable.
  • Track the mass mobilization data flow against set targets across the sites.
  • Ensure that sprayer operators have correct list of geographies to use every morning before departure to field.
  • Continuously support troubleshooting of smartphones.
  • Ensure devices are charged to 100% at the assigned operations site.
  • Ensure all data on all phones is properly synced to the servers.
  • Retrieve and clear phones at the end of the campaign.
  • Raise alarm in case of missing phones immediately to the IT manager and MEL leadership.

Required qualifications and experience:

  • Training in Biostatistics, Statistics, Data Science, Public Health, Epidemiology, Computer Science, or IT or any other numeric or computer related course with experience in M&E and or research.

Minimum educational requirements:

  • Degree + 2 years of relevant work experience (where 1 year in IRS is a preferred advantage) OR
  • Higher National Diploma+ 2 years of relevant work experience (where 1 year in IRS is a preferred advantage) OR
  • Diploma + 6 years of relevant work experience (where 1 year in IRS is a preferred advantage)
  • 1 year experience desirable in supervision and coordination of data or field teams
  • 1 years’ experience in an MEL role will be a plus.
  • Additional professional training in MEL will be an added advantage.
  • Excellent knowledge of Microsoft Office and database software.
  • Knowledge and experience in DHIS-2 will be an added advantage.
  • Experience and knowledge of mobile data collection applications will be a plus.
  • Strong organizational and interpersonal skills and ability to work in a team-oriented setting.
  • Strong computer skills: Microsoft Office Applications.

Desirable

  • Willingness to travel by motorbike within the area of coverage while on duty.
  • Willingness to reside within the Sub County.
  • Ability to work with minimal supervision.
  • Willingness to work for 6 days in a week (Monday to Saturday).
