Position Title: DG Evaluation Lead (Long-Term) USAID/Somalia ELMI

Project Objective:
The USAID/Somalia Evaluation, Learning, and Monitoring Initiative (ELMI) project operates under an indefinite delivery/indefinite quantity (IDIQ) contract designed to support a host of monitoring, evaluation, and learning activities, including multiple strategic- and activity-level evaluations. Through Task Order 2 under the IDIQ, Social Impact will conduct performance evaluations of USAID activities and implement an innovative portfolio monitoring system for the Mission’s Development Objective (DO) 1 on countering violent extremism (CVE) in Somalia. From USAID/Somalia’s CDCS, the activities under DO1 work toward “building more inclusive communities and systems; improving citizen-responsive governance and justice; and providing opportunities for previously excluded populations, such as women, youth and minority clans to increase their voice, agency, and economic and educational empowerment” in an effort to help Somali communities more effectively resist violent extremist groups and empower their own development. The period of performance for ELMI Task Order 2 is expected to be five years.
Position Description:
SI is seeking a full-time, long-term DG Evaluation Lead who will be
responsible for the overall design, implementation, and management of
the DO1 Monitoring System (DO1MS) and three evaluations conducted under
the DO1MS for USAID/Somalia. This position will be based in Nairobi,
Kenya. The DG Evaluation Lead will serve as a core team member of the
ELMI team on a full-time basis throughout the five-year period of
performance. Furthermore, the position will report to ELMI’s Task Order 2
Evaluation Director and work closely with the Chief of Party (COP),
Deputy Chief of Party (DCOP), and SI’s headquarters’ technical and
program management support staff.

Responsibilities:
- Finalizing the design and lead the technical implementation of the DO1MS.
- Adapting data collection instruments and developing fieldwork plans accordingly.
- Working with the DO1 evaluation team to design analysis plans and conduct and interpret data analysis to generate quarterly findings, conclusions, and recommendations.
- Hold co-creation meetings with members of the Mission’s Program Office and technical teams contributing to DO1.
- Work with USAID and ELMI leadership to establish which evaluation questions and key outcomes of interest will be addressed by the DO1MS.
- Lead performance evaluations conducted through the DO1MS, ensuring timely findings for adaptive management and adherence to all evaluation and ADS guidelines.
- Lead the development of quarterly data collection and evaluation reports with the DO 1 evaluation team.
- Provide day-to-day management of technical tasks for the DO1MS.
- Ensure that short- and long-term evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
- Provide oversight to the evaluation team as they engage in qualitative and quantitative analysis and conduct quarterly data analysis for the portfolio monitoring system.
- Work with TO2 Director, COP, and DCOP, ensuring that the DO1MS information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission’s programmatic work in country.
Qualifications:
- Graduate degree in a relevant field.
- Minimum of eight years professional work experience, particularly in the design, management, and implementation of evaluations, analyses, and/or assessments.
- Proven skills in evaluation design, methodology, and quantitative and qualitative analysis.
- Ability to organize, manage, prioritize, and follow through on multiple tasks in a fast-paced, deadline-oriented environment.
- Excellent data analysis skills including good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, Epi Info.
- Extensive experience drafting and finalizing evaluation reports.
- Experience providing groups of various sizes and one-on-one training and mentoring on evaluation-related subjects.
- Preference for experience covering sectors including democracy and governance and/or countering violent extremism
- Previous experience supporting USAID-funded contracts desired.
- Proven experience and ability to manage evaluation teams.
- Computer literate and possess superior oral and written communication skills.
- Fluency in written and spoken English.
- Experience working in Somalia is highly desired.
