Position Title: Inclusive Humanitarian Assistance (IHA) Technical Officer – National Staff

Responsible to: Country Director - Sudan

Place: Nairobi with regular travel to Sudan upon VISA approval

Starting date: As soon as possible.

Contract Period: 6 Months

JOB CONTEXT:

Humanity & Inclusion (HI), together with a local NGO will start a project in Sudan. Due to the administrative constraints to obtain visas in Sudan, the HI team will be based in Nairobi, providing remote support to the local partners. Depending on VISA approval, HI teams will have the possibility to travel to Sudan for field and monitoring visits. The project includes physical and functional rehabilitation, MHPSS, Protection and Inclusive Humanitarian Action.

Under the management of the Program Director, the Inclusive Humanitarian Assistance (IHA) Technical Officer (TO), based in Nairobi following the opening of HI’s program in Sudan, contributes to the implementation of Humanity & Inclusion's mandate. She/he contributes to the implementation of the project in Sudan, where HI will start activities through a local partner, by providing technical expertise and ensuring that the quality and impact of the project(s) concerned is optimized. She/He works closely with the program’s technical team.

He/she is responsible to provide technical support and coaching on Disability-Inclusion of the operational partner. She/he will also make sure to sensitize on disability-inclusion and the IASC guidelines of persons with disability in humanitarian coordination mechanisms. S/He will also develop and disseminate policy briefs on disability-inclusion and DGA related protection risks to humanitarian actors, coordination mechanisms and donors.

YOUR PROGRAM:

Mission 1. Provision of Technical support and coaching on Disability-Inclusion and the implementation of the 4 Must-Do Action in the project activities

  1. Applying appropriate technical guidance and support to the operational partner and HI project’s team
  2. Ensures that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements, if necessary.
  3. Support the operational partner in the adjustments of project documentation as required in accordance with global technical norms and standards.
  4. Contributes to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team. Conduct relevant monitoring and evaluation processes under supervision of the line manager.
  5. Contributes to the internal and external donor reporting (intermediary and final report) as requested.
  6. Ensure coordination and collaboration with the technical partners of the project as delegated by the project leader.
  7. Support the Sudanese operational partner in helping to create links with community-based organizations and associations, focal points, and other organizations (national and international) to reinforce HI’s information about available services and maintain relationships between humanitarian actors.
  8. Providing capacity development and technical support activities to external organizations and to the community according to IHA collaboration with and upon validation of the Country Director.

Mission 2. Provides technical learning from projects

  1. Collects the elements necessary for capitalization or documentation exercises.
  2. Contributes to technical learning under the responsibility of the specialist or project manager, based on good practice.
  3. Contributes to the terms of reference for evaluations.
  4. Implements recommendations for improving the technical quality of projects.
  5. Contributes to the development of technical support and capacity development tools and materials with the national technical officer, if any, or the technical specialist for inclusion to implement inclusion activities (trainings, bilateral organizational support, awareness raising sessions)

Mission 3. Contributes to the animation of the inclusion sector

  1. Contributes to or leads the necessary technical training in his / her field both with external and internal actors.
  2. Contributes to the skills upgrading plan for professionals in their sector and may be a third-party assessor.
  3. Can contribute to the development of a local talent pool within its sectoral perimeter (conducts technical interviews of candidates and makes recommendations, identifies training needs)
  4. Disseminates the technical tools, training, policy briefs, and other relevant documents upon prior validation by the Country Director and HQ referent, if any, or line manager.

Mission 4.Contributes to ensuring HI's technical influence in Inclusive Humanitarian Action

  1. Contributes to the influence of HI's expertise in IHA: can represent HI's technical expertise in relevant local networks and with local partners

YOUR PROFILE:

Educational background and experience

  • You have a university degree in social sciences, international relations, humanitarian project management, or humanitarian, or development studies.
  • You have proven experience in an advisory/technical support role in the field of disability/gender/inclusion.
  • You have proven experience in coordinating projects, with a focus on inclusion.
  • Global knowledge of the international frameworks and technical issues of his sector: humanitarian principles, protection mainstreaming, age, and disability mainstreaming.
  • Knows the networks of actors and professionals inherent to its sector.
  • You enjoy working cross-functionally and with multi-disciplinary teams.

Skills required:

  • Ability to lead and deliver professional capacity-building.
  • Ability to work on field projects with operational partner
  • Experience in participating in the design of intervention strategy.
  • Good external representation
  • Experience working with norms, legal frameworks, and references related to disability.
  • Previous experience working with emergency responses
