Position Title: Project Officer, Digital Innovation Fund

Job Purpose:
Based in Kakuma and reporting to the Senior Programs Officer, the Project Officer will play a crucial role in supporting the efficient implementation and coordination of the digital innovation pilot project in Kakuma. He/ She will contribute to the successful execution of the activities, ensuring their alignment with project objective and best practices. Responsibilities will encompass a range of tasks related to project planning, implementation, internal/external coordination, monitoring and reporting. Further, the role will take a leading role in future related grants development among others as assigned, playing a key role in developing projects, while ensuring inclusive and gender transformative programming. The position requires exemplary people-centered planning, implementation, and reporting, and interpersonal communication skills to champion synergies between internal departments, incorporated beneficiaries needs and donor stipulations.

Indicators of Good Performance on the job:
- Project activities are planned, implemented and monitored in accordance with grants’ contractual obligations, FilmAid’s approach and methodologies.
- There is effective communication and coordination with internal programs staff, senior management team at Kakuma level, private sector partner, donor and other stakeholders to ensure achievement of the project objective.
- Project progress is properly documented, highlighting lessons and success to inform quality improvement. This includes and is not limited to working closely with the MERL department to develop quality, timely internal and external narrative and statistical reports in accordance with reporting requirements.
- Ensuring a robust accountability to affected people mechanism throughout the entire project cycle.
Main duties and responsibilities:
1. Project Planning and Implementation
- Support planning processes based on sound understanding of the operational and contextual realities at project implementation sites.
- Ensure that all interventions are implemented in an inclusive manner promoting gender equality and parity.
- Ensure that inclusive and accessible accountability and feedback mechanisms are set up in the project, including prevention of sexual exploitation and abuse. Ensure that project staff/consultants are oriented on PSEA principles, reporting mechanisms, and confidentiality.
- Collaborate with the Area Manager and Senior Programs Officer in developing detailed project plans and budgets to ensure effective project execution.
- Monitor project activities, ensuring adherence to the approved plans, and promptly identifying and resolving any potential deviations.
- Work closely with the finance team in tracking budget utilization.
2. Reporting, monitoring, and documentation
- In collaboration with the MERL department, ensure collection of sex, age and disability disaggregated data, continuous tracking of indicators and reporting variances to the Area SMT.
- Lead the organization of projects periodic activity review meetings to reflect on progress, performance and inform planning.
- Ensure timely submission of good quality project reports, including any other reports requiring programme inputs. The reports should enlighten, inspire and record compliance for internal and external use, and capture age, gender and disability disaggregate data.
- Support programmatic learning structures to ensure that lessons, good practices and challenges are captured for learning, and recommendations incorporated into programming.
3. Project Development, Coordination and Compliance
- Conduct joint regular project review missions with the private sector partner and donor and participate in related thematic areas coordination platforms at local and national levels.
- Contribute to the drafting of funding proposals and reports.
- Document progress made against grant and contracts management work plans.
4. Knowledge sharing and management
- In coordination with the Area Manager and Senior Program Officers, develop and maintain positive relationships between FilmAid, private sector partner, project donor and other stakeholders.
- Ensure an elaborate information and knowledge management system by ensuring proper archiving of project documents and documentation of project activities including action plans and success narratives.
- Representation for FilmAid Kenya in relevant external meetings with stakeholders and partners as required or assigned.
- Perform other duties as assigned by supervisor.
Position Skills Profile
Important:

Bachelor’s degree in Communications and/or Technology or closely related subjects.

Minimum 3 years’ experience in project cycle management, including managing the planning, implementation and reporting of a digital economy related donor-funded project/s, preferably with an international/national humanitarian or development NGO.

Experience delivering projects in remote/hardship locations, including cross-cultural and multi-language environments.

Organized and able to juggle multiple competing demands and meet deadlines while delivering quality project outcomes.

Demonstrated HR experience, including the ability to manage, mentor and support a multi-cultural team.

High-level project coordination experience, with requisite skills in project management, budget management, internal communications, cross-departmental coordination, stakeholder relationship management.

Ability to train in Entrepreneurship/Digital Skills
Critical:

For this post, fluency in oral and strong written English skills is required.

Project cycle management skills.

Working knowledge on training in C4D methodologies.

Excellence in using Microsoft Office products (Office 365)

Experience with principles and practice of humanitarian aid and/or development.

Has lived and is willing to live and work in non-family workstations for long durations.
